China Targets Elderly and Children in Digital Yuan Adoption Using Hard Wallets

China Targets Elderly and Children in Digital Yuan Adoption Using Hard Wallets

A city in Hunan Province, Changsha, China, is introducing offline digital yuan “hard wallets” specifically designed for elderly citizens and children. This move comes as the nation aims to promote the adoption of its central bank digital currency (CBDC) among non-smartphone users.

To overcome the challenge of smartphone ownership limitations, Chinese cities and state-run banks have developed and distributed these “hard” offline wallets. The hard wallets can take the form of Integrated Circuit (IC) cards, 2G phones, wearable devices, and Internet of Things (IoT) devices. They can update balances automatically when users come into contact with internet-enabled devices.

Changsha, along with state-run banks, is focusing on driving adoption in neighboring villages under its governance. The city has already introduced a hard wallet for residents of Guangming village. These wallets are anonymous upon issuance but have password protection, a unique hard wallet number, and store digital yuan certificates on a secure chip.

According to an official from the Hunan Province Branch of the China Construction Bank, these hard wallets allow users to make payments of up to $700. They are primarily designed to enable villagers to make password-free micropayments, with a single transaction limit of around $70.

The inclusive nature of the initiative is evident as even those without smartphones, like 60-year-old villager Huang from Guangming, have successfully applied for and utilized the digital yuan hard wallet. Huang expressed satisfaction with the convenience it brings, especially when making payments at local stores offering discounts for digital yuan users.

As the pilot progresses, Changsha and the surrounding region are expected to see a greater variety of innovative application scenarios. Additionally, Chinese charities have started accepting digital yuan donations, while the CBDC has facilitated digital yuan wallet transfers for corporate loans received by IT firms.
